VAT Instant Refund Limits and Retroactive Refund Procedures at Korean Tax Free Shops for Japanese and Taiwanese Travelers

If you hear the term "instant refund" in Korea and assume you get VAT back immediately every time you pay at Lotte Duty Free or Incheon Airport duty free shops, that assumption is wrong. Downtown duty free shops and airport duty free shops are customs authorized bonded sales areas, so they sell goods at prices that already exclude value added tax and individual consumption tax from the start. There simply is no tax left to refund in that structure. Instant refunds and retroactive refunds are a system that applies only at "tax free shops for foreign tourists" (사후면세점), places like Olive Young, cosmetics and general goods counters on department store first floors, or roadside shops in Myeongdong and Hongdae, which sell at the same tax included prices as to Korean customers. Within that category, the method you receive depends on your purchase amount.

Duty Free Shops and Tax Free Shops Are Different Types of Stores

Downtown duty free shops (Lotte, Shilla, Shinsegae) and airport duty free shops are customs authorized bonded sales areas. Since they sell at prices that already exclude value added tax and individual consumption tax, there is no tax to refund at the point of payment.

According to the Shilla Duty Free customer service center, items purchased at downtown duty free shops cannot be handed over at the store itself. They can only be picked up at the airport departure delivery counter on the day of departure. Pickup upon arrival in Korea or delivery after entry is not supported.

By contrast, tax free shops are regular stores also used by Korean residents, such as Olive Young, department store cosmetics and general goods counters, or roadside shops in Myeongdong and Hongdae, that are registered with customs as tax free sales outlets for foreign tourists. At these stores, you pay the same tax included price as Korean customers first, then get that tax refunded later.

Purchase Amounts Eligible for Instant Refund

If you spend 15,000 won or more in a single transaction at one tax free shop and present your passport, the instant refund method lets you pay only the amount after value added tax and individual consumption tax are deducted right at the register.

According to data released by refund agency Global Tax Free, instant refunds apply as long as a single transaction is under 1,000,000 won and your cumulative purchases during your stay in Korea stay at or below 5,000,000 won.

If even one transaction exceeds 1,000,000 won, or your cumulative total exceeds 5,000,000 won, the refund for that purchase can no longer be received directly at the store. It moves instead to the retroactive refund process, either through a downtown refund counter or the airport departure area procedure.

Differences Between Downtown Refund Counters and Airport Retroactive Refunds

Downtown refunds work by presenting your receipt and passport at a refund counter in the city, such as in Myeongdong, where you receive your tax back in cash or to your card before departure. This is available for purchases up to 6,000,000 won per transaction.

Since downtown refunds pay you first and require proof afterward, you must show the purchased items at airport customs on the day of departure and obtain export verification. If you fail to get that verification, you may be billed back for the refund amount you already received.

Airport departure area retroactive refunds work in the opposite order. You pay full price at the store, then show the items at departure area customs to get export verification, and only then receive your money at a refund counter or automated refund kiosk.

According to official Incheon International Airport guidance, the Terminal 1 refund counter is located near Gate 28 on the third floor of the duty free area and operates from 07:00 to 22:00 (032-743-1009). Automated refund kiosks are available 24 hours at the same location and next to the central pharmacy on the third floor of the Concourse. The refund amount is paid after deducting an agency handling fee.

Starting in 2026, Cruise Arrivals Will Use the Same Procedure

The Korea Customs Service has arranged that, starting April 6, 2026, foreign tourists arriving by cruise ship will also be able to get instant refunds and downtown refunds at tax free shops. Previously, because arrival and departure information was not linked in real time with refund operators, cruise passengers could only get tax refunds at the departure port.

The Korea Customs Service stated it resolved this issue by linking its own arrival report data and passenger manifests with the refund system. Travelers arriving by cruise from Japan or Taiwan can now use store instant refunds or downtown refund counters such as those in Myeongdong under the same conditions as travelers arriving by air.
