Korea's Duty-Free Allowance on Arrival Stays at $800 in 2026

As of September 2026, the basic duty-free allowance for travelers' personal effects on entry to Korea is USD 800 per person. This limit was raised from the previous USD 600 in a revision effective January 1, 2023, and has remained unchanged since. The Korea Customs Service's official guidance shows no confirmed plan for a further increase in 2026. Alcohol, tobacco, and perfume are not counted within this $800 limit; each is subject to its own separate allowance. Before calculating how much you can buy across duty-free and local shopping combined, it's important to understand this distinction first.

Basic Duty-Free Allowance: USD 800

If the total taxable value of goods acquired abroad (purchased, received as gifts, etc.) is USD 800 or less, they can be brought in without customs duty or VAT. The $800 figure is based on the retail price upon arrival in Korea, and is calculated by adding up the prices of multiple items.

  • The basic $800 allowance applies to items other than alcohol, tobacco, and perfume, such as clothing, cosmetics, electronics, and general goods.
  • Even if family members enter the country together, the allowance cannot be combined. The $800 limit applies individually, per person. One representative can fill out the declaration form on behalf of the group, but the allowance itself is still calculated separately for each individual.
  • Agricultural, forestry, livestock, and fishery products are separately duty-free only if each item is 5kg or less, the total is within 40kg, and the combined overseas acquisition price is within KRW 100,000.

Alcohol, Tobacco, and Perfume Have Separate Limits

Alcohol, tobacco, and perfume are duty-free only if each stays within its own separate allowance, apart from the basic $800 limit. The allowances for alcohol and perfume were eased in the January 1, 2023 revision and have remained in effect through 2026.

Minors under 19 are not eligible for the alcohol and tobacco duty-free allowance at all. Even if alcohol or tobacco is purchased "for" a minor and brought in, it is fully taxable.

How Much Extra Do You Pay Over $800?

If the basic $800 allowance (or the separate limits for alcohol, tobacco, or perfume) is exceeded, customs duties and other taxes are levied on the excess amount. Tax rates vary by item, and travelers can estimate the amount in advance using the Korea Customs Service's "Travelers' Duty Estimate Inquiry System," by entering the item and price.

  • If you voluntarily declare the excess amount on arrival, you receive a 30% reduction on the calculated customs duty. The reduction is capped at KRW 200,000 per case.
  • If undeclared and caught, a 40% surcharge is added to the tax owed, rising to 60% for repeat violations within two years.
  • Even for goods brought in on a single trip, if the price of one high-value item significantly exceeds $800, the tax rate for that item applies to the entire excess amount, so after a single high-value purchase, it's worth checking whether to voluntarily declare it.

Practical Calculations: Common Combinations

Calculations become easier when common travel shopping combinations are checked separately against the $800, $400, 2-liter, and 100mL limits.

  • General shopping (cosmetics, clothing, general goods): Duty-free up to a combined $800; only the excess is taxed.
  • Alcohol: Regardless of the number of bottles, duty-free only if the total volume is within 2 liters and the total price is within $400. If either limit is exceeded, the excess is taxed.
  • Perfume: Duty-free up to 100mL; anything beyond that is taxed separately and is not counted toward the basic $800 allowance either.
  • Cigarettes: Duty-free up to 200 sticks (1 carton); duty-free treatment cannot be combined with e-cigarette nicotine liquid.

The key point is that the $800 general shopping allowance, the $400 alcohol allowance, and the separate perfume and tobacco allowances are not added together, each applies independently.
