Japan Customs Rules: How Much Duty-Free Alcohol and Tobacco Can You Bring Back From Korea?

Under Japan Customs regulations, each adult traveler can bring in duty-free alcohol purchased in Korea up to the equivalent of three 760ml bottles (2,280ml total), and duty-free tobacco up to 200 cigarettes if buying paper cigarettes only, 10 packs (or similar units) if buying heated-tobacco products only, or 50 cigars if buying cigars only. Travelers under age 20 are excluded from the alcohol and tobacco duty-free allowance entirely, and customs makes no distinction between purchases from Korean in-town duty-free shops and purchases from regular marts or convenience stores; carry-on items and items sent separately (checked baggage, EMS, etc.) are combined for the calculation.

Alcohol: Calculated by Volume (760ml Equivalent) Instead of Bottle Count

Japan Customs determines the alcohol duty-free allowance based on total volume, converting 760ml into one bottle, rather than counting the actual number of bottles. For each adult, duty-free status applies as long as this converted bottle count stays at three bottles, or 2,280ml total, or less. Alcohol content doesn't matter, so travelers can mix soju, cheongju, wine, and whiskey.

  • Filling the allowance with three unmodified 760ml bottles (2,280ml), or
  • Mixing different sizes, such as several 500ml bottles of soju with 700ml bottles of whiskey, stays duty-free as long as the total is 2,280ml or less.
  • If you bring one large 1,800ml bottle (a "han doe" bottle), only 480ml (2,280ml minus 1,800ml) of allowance remains.

Travelers under age 20 do not qualify for this duty-free allowance at all.

Tobacco: Allowances Vary by Type, and Mixing Types Is Calculated Against a 250g Limit

The calculation method for tobacco differs depending on whether you buy only one type or a mix of types. The duty-free quantities for buying only one type are as follows.

If you bring in a mix of two or more types, paper, heated-tobacco, cigars, or other, duty-free status applies only as long as the combined total, with each type converted to its proportional share of 250g, does not exceed 250g. In other words, buying a mix of types can reduce your total allowance compared with maxing out a single type. These figures apply to purchases made on or after September 30, 2021; the limits were higher before that date.

Age Requirement and Combined Calculation

The alcohol and tobacco duty-free allowance applies only to travelers aged 20 and older. Separately from Japan's lowering of the legal age of adulthood to 18, the age requirement for the alcohol and tobacco duty-free allowance remains 20.

The duty-free allowance is calculated by combining both the items travelers carry with them and items sent separately as accompanied or unaccompanied baggage (checked luggage, international parcels, EMS, etc.). The alcohol and tobacco allowance is a separate category from the 200,000 yen limit that applies to other goods (based on total overseas retail value), and the two are calculated independently rather than combined.

If You Exceed the Limit

Alcohol and tobacco exceeding the duty-free allowance must be declared on the "Declaration of Accompanied and Unaccompanied Goods" form on arrival, and customs duties, liquor tax (or tobacco tax), and other charges apply to the excess amount. Since the tax amount is calculated at the customs counter based on what you declare, it's safer to keep your receipts and declare the exact quantity and volume purchased if there's a chance you'll exceed the limit.
